Time and Task scheduling

Facing a problem to develop logic for Load Scheduling. Actually, I have done Load prioritization based on criticality of load requirement. Basically, problem is that I need a clock that read real time and that time is need to be compared with the schedule I have set, I m not able to sync the clocks, the output of the clock on comparison will switch on Diesel engine for particular load. Suppose load A is required for time 08:00 to 12:00 supplied by grid supply if grid supply isn’t there then diesel engine , same diesel engine supply to load B which is required to run at 14:00 to 20:00 hr.
