Post editor is not formatting lists the way the WYSIWYG editor shows

I write a new post. The WYSIWYG editor shows this:

But when I actually post the topic, it shows up like this:

Notice that the blank lines preceding and following the list are missing.

I'll add it to the list. As a workaround, add extra blank lines...
