BUT, your choice of extension (.vi) for an image, will directly conflict with all labview created VI's. If you can define a different extension for this image, such as .LVI (LabViewImage), then the answer to your question is yes. You can create an executable that was writtten in LabVIEW which will be called every files ending in LVI are opened. How do do that is another disussion.
