Could you explain me, why in 'Create New TLB' diagram you make a 'Creating' state instead of just simply use inside the case 'Create new' action 'Build New TLB'? I think that final effect would be the same. What determined if we need to create new state instead of add new system trigger inside 'Idle' state?
