Guidelines are back!

Thanks to our admins, it seems that the Forum Guidelines are back and in an easily found location.

But there's a typo to be corrected: Guideleines and it got propagated (copied?) even in the Guidelines page...

Now having read them I thought it might be an idea to explain the "Rep System" under "Spread the Love".
