Pallette Error - Anybody now how to fix?

I keep getting this error and even if I delete the file it mentions. It doesn't get fixed. Also I don't even think I have a "controls" pallete in the user.lib directory. :headbang:

Just a guess, but I would try launching the paletted editor, going to the controls palette, and deleteing the subpalette that references this file.
