When should users use this proposed site, and when should they use the existing LabVIEW tag on StackOverflow? (https://stackoverflow.com/questions/tagged/labview )

IMHO, the example questions (currently 4) fit well on StackOverflow. So do the other NI application families that you mentioned (LabWindows, TestStand, NXG, USRP & VeriStand).
